Tim Berners-Lee. Physicist. Engineer. The London boy who built a way to link any document to any other document, then spent a life trying to keep that gift from being fenced.

This is his story.

The image most people still carry is a man at a keyboard in the London Olympic stadium, typing four words the whole arena could read: This is for everyone. The year was 2012. The machine on the desk was the same kind of NeXT computer that had hosted the first website. What the still cannot show is a childhood of model railways in southwest London, a March 1989 memo a supervisor called vague but exciting, and a man who refused to patent the World Wide Web so that nobody would have to ask his permission to use it.

He was born Timothy John Berners-Lee on June 8, 1955, in London. His parents, Conway Berners-Lee and Mary Lee Woods, were mathematicians who had worked on the Ferranti Mark 1, among the first commercial stored-program computers in the world. The house treated calculation as a family weather. The boy learned electronics by wiring model trains. He was a trainspotter before he was a fellow of anything. He read physics at The Queen’s College, Oxford, and took a first-class degree in 1976. At Oxford he built a computer from an old television and a soldering iron. The instrument was already the point.

The first jobs were ordinary engineering. Plessey. D.G. Nash. Then, in 1980, a six-month software contract at CERN, the European laboratory for particle physics on the Swiss–French border. The lab was a Babel of documents. Experiments generated papers that lived on incompatible machines. He wrote a small program called Enquire, a personal hypertext notebook that linked pages the way a curious mind already links thoughts. The contract ended. He went back to England, worked at John Poole’s Image Computer Systems, and kept the idea.

CERN hired him again in 1984. By March 1989 the documentation problem had not improved. He submitted a memorandum titled “Information Management: A Proposal.” Mike Sendall, his supervisor, wrote on it the sentence that has become a civic object: “Vague, but exciting.” Sendall let him proceed. That is the door. Not a garage in California. A permission slip on a physics memo.

What he built in 1990, on a NeXT cube in a corridor at CERN, was not a company. It was a stack. HyperText Transfer Protocol — HTTP — so machines could request a page. HyperText Markup Language — HTML — so a page could carry links. Uniform Resource Locators — URLs — so any document could have an address that did not depend on whose office owned the filing cabinet. He wrote the first browser and editor, called WorldWideWeb, and the first server. The first website, on info.cern.ch, explained the project to anyone who could reach it. On August 6, 1991, he announced the system on a Usenet group. In 1993 CERN placed the code in the public domain. He had already decided there would be no royalty. The web would not be a product he sold. It would be a protocol anyone could implement.

The internet already existed. Packet switching, TCP/IP, e-mail, Usenet, Gopher — those were the roads. What he added was a way for a person who was not a systems administrator to publish and to follow a link. Mosaic, written at the National Center for Supercomputing Applications in 1993, put a graphical face on it. Netscape followed. Microsoft followed. By the mid-1990s a physics convenience had become a public square, a shop, a rumor mill, and a library that did not close.

He did not become a billionaire off the invention. That fact is not a saint’s medal. It is an engineering decision with consequences. In 1994 he left CERN for the Laboratory for Computer Science at the Massachusetts Institute of Technology and founded the World Wide Web Consortium — W3C — to keep the standards open and royalty-free. HTML, CSS, and the long argument about what a browser must do still run through that office. He published Weaving the Web in 1999, a book that is part memoir and part warning: the web is a social creation, not a technical toy. He took a chair at the University of Southampton. He kept writing specifications. He kept repeating that one web is better than two.

The early web was still a physicist’s tool when Mosaic put pictures in the window. He spent those years arguing, in rooms that preferred a product, that a URI should outlive the server it first sat on. “Cool URIs don’t change,” he wrote in 1998, a style guide that is also a moral: if you publish an address, you owe the future the courtesy of not breaking it. He fought browser badges that said a page was best viewed in one company’s window. He fought the idea that the web should be two webs, one fast and paid, one leftover. In 2008, accepting a Knight Foundation prize, he said the sentence the stadium would echo four years on in different words: the Web does not just connect machines, it connects people. The consortium’s work on accessibility — that a page must be usable by a person who cannot see it — sits in the same file. Universality was never a slogan. It was the specification.

The honors arrived as if governments had remembered a debt. Knight Commander of the Order of the British Empire in 2004. The first Millennium Technology Prize the same year. The Order of Merit in 2007 — a personal gift of the sovereign, limited to twenty-four living members. The Association for Computing Machinery’s Turing Award, computer science’s highest honor, announced in 2017 for work done in 2016’s accounting. Fellow of the Royal Society. A MacArthur Fellowship. In 2009 he founded the World Wide Web Foundation to argue, in rooms that still needed the argument, that access is a civic right and that a closed web is a smaller world.

He has not pretended the thing he made stayed innocent. Advertising models taught machines to hold attention the way a casino holds a patron. Platforms built gardens with walls. Governments asked for back doors. In 2006 he wrote that net neutrality was not a hobbyhorse: democracy depends on freedom of connection. He eulogized Aaron Swartz in 2013 as a fighter the open-web tribe had lost. He has spent the last decade on Solid — Social Linked Data — a project that tries to give a person a pod of their own information instead of leaving it inside a company’s silo. In 2018 he launched Inrupt to commercialize that design. The inventor who would not patent the web is now trying to productize a correction.

The turn is not the 1989 memo. The turn is the refusal, repeated for thirty years, to treat the web as finished. A lot of inventors become monuments. He became a steward who is often unhappy with the building. The 2012 Olympic sentence was not a victory lap. It was a reminder, typed in public, of a promise the industry has been cashing against ever since.

Six things most people never knew

  1. The parents were computer people before the boy was. Conway and Mary Lee worked on the Ferranti Mark 1. The web sits on a household that already treated machines as ordinary furniture.
  2. Enquire, 1980, is the first sketch. A contract programmer’s notebook at CERN, named for a Victorian how-to book, not a startup deck.
  3. Mike Sendall’s “Vague, but exciting” is the permission slip. Without that scrawl the proposal is a file. With it, a NeXT cube becomes a server.
  4. He gave the protocol away. CERN’s 1993 public-domain statement, and his own refusal to patent, are why a browser does not owe him a royalty.
  5. The 2012 Olympic computer was a callback, not a prop. Same family of NeXT machine that had hosted info.cern.ch. The four words were a policy, not a slogan.
  6. Solid and Inrupt are a second invention aimed at the first one’s failure mode. User-controlled data pods. A company, this time, because a protocol alone did not hold the square.

He married Nancy Carlson; they had two children; the marriage ended. He married Rosemary Leith in 2014 at the chapel of the Chapel Royal, St James’s Palace — a ceremony that tells you how far the trainspotter had traveled without changing the work. Colleagues describe a man who would rather write code than work a rope line, and who has spent decades working rope lines anyway because the standards body needs a face. Friends from the CERN years describe a corridor, a sticker on a computer that said it was a server and must not be powered down, and a habit of missing lunch.

The later years

The later years are not a death date. They are W3C, a knighthood, a foundation, and a long argument about the web we lost. Home has been Boston and London and the conference rooms where governments still need to be told that a protocol is a public good. He has kept the title of director emeritus and a voice in the consortium he founded when Mosaic was still a campus project. He has taught. He has testified. He has watched search become a monopoly argument and social media become an addiction argument, and he has refused the comfortable story that none of that was foreseeable.

In 2018 and after, Solid moved from a research design to a company pitch. Inrupt signed governments and enterprises willing to try a world in which a hospital, a city, or a citizen holds data in a pod and grants apps permission, instead of the reverse. The uptake has been slower than the 1990s uptake of HTML. That is the honest file. A protocol that anyone can implement in a weekend spreads like weather. A privacy architecture that requires institutions to change their habits spreads like reform. He has not pretended otherwise. He has kept building.

The memoir This Is for Everyone, published in 2025, is the inventory of that argument in his own sentences: machine-learning feeds designed to make a user angry and sad in alternation; a web that still connects people and now also farms them; a stubborn belief that the original design — one web, open, royalty-free — is still the only design worth having. He is in his seventies. He still codes. He still shows up at the anniversary of a proposal a supervisor almost filed as vague. The 2012 stadium is a clip. The consortium, the Foundation, the Turing citation, and the pods are the work. He has said, more than once, that he does not believe in eureka moments. Archimedes, in his version, had been thinking a long time. So had the boy with the trains.

He has also, in those same years, kept the unglamorous committee work that does not photograph. W3C process. A lecture at Oxford, where he is a professor. Testimony when a parliament wants to store everyone’s browsing history and call it safety — he called the British “snoopers’ charter” a security nightmare and a wound to a modern democracy. The Turing citation names the invention. The committee hours name the stewardship. Both are the chapter. He still misses lunch. Colleagues still say he would rather be writing code than shaking a hand. He still shakes the hand, because the open stack does not defend itself.

What the public wanted from those years was a saint of openness or a scold of Silicon Valley. He has been neither on schedule. He has been an engineer who keeps repeating that universality is the feature: one address space, one set of standards, access regardless of disability, no proprietary fork that makes a second web look very boring. The knighthood sits on that repetition. So does the unease. The man who typed “This is for everyone” has spent the years since explaining that everyone includes the person who does not want to be the product.

After the spotlight moved

It has not moved. Every browser tab is still his stack. Every URL is still an address he named. The spotlight has multiplied into a trillion pages, some of them libraries, some of them traps. W3C still argues about the next tag. Schools still teach HTTP as if it had always existed. The NeXT cube is in a museum. The sentence from the stadium still photographs well.

He came out of a London house of mathematicians, wired trains, wrote a vague memo, built a browser on a cube, gave the protocol away, founded a consortium so nobody could fence it, and then spent a knighthood’s worth of years trying to give people their data back. If you only remember the Olympic tweet, you have the still. If you remember Enquire, Sendall’s scrawl, the public-domain release, and the pods, you have him.

The still at the keyboard will last. It should. The life behind it is a physicist who treated a laboratory filing problem as a species problem, and who has not yet agreed that the species is finished with the answer.
